The reporting platform for existing cosmetic ingredients is online in China!

The past year was a milestone year in the field of cosmetic regulations in China. With the publication of the "Cosmetic Supervision and Administration Regulation" (CSAR 2021) a new requirement for existing cosmetic ingredients came up and the National Medical Products Administration (NMPA) created a new online platform called "Safety Information Reporting Platform for Cosmetic Raw Materials" to enforce this requirement.

From now on all manufacturers of existing cosmetic ingredients, whether it is located in China mainland or not, are subjected to provide an "ingredient reporting number" to its downstream cosmetic product clients. The manufacturers can obtain the reporting number by submitting the ingredient safety information via the above mentioned platform.

Since December 31st, 2021, this reporting platform has been available online. Manufacturers of cosmetic raw materials or their authorized companies can log on to report the safety information of their cosmetic raw materials. It should be pointed out that this is an important step because the strategy of reporting the safety information is relevant for the protection of confidential business information – either by providing a reporting number or by giving detailed safety information to their downstream customers when registering cosmetic products. In the meantime, it can also be a good opportunity for publicity as the authority will announce the reporting numbers on the NMPA website, which includes the ingredient name as well as the code of the manufacturer. The downstream clients can easily browse the information they need.
