Vietnam - Update from the Ministry of Industry and Trade

On 5 February 2020, the Vietnamese Ministry of Industry and Trade published Decree No. 17/2020/ND-CP regarding amendments to some Articles of the Government’s Decree No. 113/2017/ND-CP on guidelines for implementation of some Articles of the Law on Chemicals.


According to this recent Decree, following products are not covered by Decree No. 113/2017/ND-CP:

  • Radioactive substances; building materials; paints, printing ink; household adhesives and cleaning products;
  • Pharmaceuticals; germicidal and insecticidal preparations; cosmetics;
  • Feeds; veterinary drugs; agrochemicals; organic fertilisers, biofertilisers, chemical fertilisers that are mixed fertilisers, organic mineral fertilisers, bio-mineral fertilisers; products used for preservation and processing of agricultural products, forestry products, fishery products and foods;
  • Gasoline, oil; condensate and naphta used for gasoline and oil processing

Note: 45 chemicals were removed from the List of Industrial Conditional Chemicals, Appendix I, Government’s Decree No. 116/2017/ND-CP dated 17th October 2017.
