Successful pilot project for dossier preparation for crop protection using IUCLID

IUCLID (International Uniform ChemicaL Information Database) is perhaps one of the most utilised software applications for the electronic submission (e-submission) of chemical data in Europe. It enables organisations or individuals to record, store, submit and exchange data on intrinsic and hazard properties of chemical substances in the format of the OECD Harmonized Templates (OHT).

The IUCLID software currently facilitates the e-submission of biocidal active substance and product dossiers under BPR (Biocidal Products Regulation), industrial chemicals dossiers under REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals), CLH (Harmonised classification and labelling) dossiers and much more.

IUCLID is now also being introduced as new IT tool to handle pesticide dossiers and to fulfil the requirements of the Transparency Regulation coming into force in March 2021. Therefore, the suitability of IUCLID software was tested by knoell in a pilot project commissioned by the European Food Safety Authority (EFSA).

Within the pilot study knoell prepared pesticide dossiers in the IUCLID format for a chemical active substance and a micro-organism. We examined the feasibility of preparing such dossiers in the current version of IUCLID (6.4.14.1). knoell extensive experience with the preparation of REACH, BPR, CLH dossiers in IUCLID as well as the technical expertise concerning pesticides was a perfect set up to successfully deliver a new active and renewal pesticide dossier in IUCLID and provide suggestions for the future development of the IUCLID software to fit the needs of pesticide dossiers. knoell provided feedback on the overall process, issues, time taken and made future recommendations for the application. Further aims and objectives included the critical assessment of the feasibility, intuitiveness, effort and benefit to all stakeholders for pesticide dossier creation using IUCLID.

The overall evaluation of the suitability of the IUCLID software for pesticide dossiers by the knoell team was positive. The results were discussed within the EFSA Technical group on IUCLID for pesticides consisting of EFSA, the European Chemicals Agency (ECHA), several Member States and the Industry representatives (ECPA and IMBA).

Be prepared, when the Transparency Regulation enters into force in March 2021. From then on IUCLID should be used for the submission and management of pesticides dossiers starting with active substances in the renewal procedure.
